Our Local Authority client based in Central London are currently looking to appoint a City Inspector / Enforcement officer to work on a contract lasting at least 6 months.

MAIN PURPOSE

Act as the City Council ambassador to the local community (including both residents and premises), either as a local neighbourhood based city inspector as part of a reactive response team. Deliver a high quality frontline service focused on protecting the public and providing a point of liaison between the local community and the Council. Take personal responsibility for resolving customer and stakeholder concerns.

To assist licensed premises in the promotion of the four licensing objectives and to work with them, the local communities and other stakeholders to prevent disruption to the local neighbourhood. To investigate complaints and bring about a satisfactory resolution, and when necessary to take appropriate enforcement action including the preparation and presentation of reviews under the Licensing Act 2003.

To monitor and undertake investigations and inspections under the full range of licences issued by the council, including MSTs, T&Cs, Gambling, SEVs and LA03 working with businesses and local residents to bring about satisfactory and sustainable solutions to problems.

Monitor, enforce and promote standards, legal and regulatory requirements through intervention, enforcement, education and undertaking short and long term problem solving.

Identify and report on public protection issues and take action where these have an adverse effect on the quality of life of our communities, carrying out routine and planned visits to premises to conduct investigations and gather evidence and intelligence

Improve customer behaviour, reduce the number of breaches of legislation and street nuisance, and improve the environment by raising awareness and providing technical and professional advice.

Exercise enforcement powers and initiate legal proceedings where necessary to improve conditions and ensure compliance

Support Contract Managers in ensuring that our customers expectations are met in respect of key contracts, and work with contractors to ensure that customer issues and concerns are resolved.

Investigate and gather intelligence and evidence in respect of anti social behaviour and other criminality, to ensure effective information sharing and appropriate intervention.

Facilitate effective partnership working with the local community, the Police and other stakeholders to help improve compliance with public protection issues.

PERSON SPECIFICATION

An enforcement background, sound knowledge and working practice of relevant legislation including PACE (the Police and Criminal Evidence Act).

Substantial experience of managing and progressing complex issue and facilitating effective partnership working with the local community.

Recent experience of applying a broad range of enforcement tools, including preparation of legal documents (e.g. prosecution paperwork)

Knowledge and understanding of pertinent legislation and regulation, as it applies to legal processes, rules of evidence and court proceedings as well as experience of enforcement in a regulatory environment, or the ability to quickly assimilate

Familiarity with computer applications (i.e. MS Office and Uniform) and other systems and willingness to use hand held computer devices linked to GPS

The post holder may be required to wear a uniform and work flexibly within the organisation in order to provide a 24 hours a day, 365 day a year service. The work is street based and the post holder therefore must be able to undertake this on foot and in all weather, although there will be occasions that warrant driving a vehicle. The post holder may be required to use a vehicle and a current full UK driving licence would be an advantage.
The Public Protection and Licensing Service provide a service 24 hours/day, 365 days/year and operate a shift system. The post holder may be required to work on a shift basis, including weekend, evening and night work as required.
